Advantage West Midlands developed a Community Economic Resilience Index to help partners in better understanding the degree to which local economies in the West Midlands are resilient to both economic shocks and longer-term economic trends. The Index enables the benchmarking of local economies against others within the region and helps to identify and prioritise the key issues which underpin each area’s level of economic resilience.

The Index may help to inform partners’ understanding of which economies will readily adapt and ‘bounce back’ from economic shocks / change; which are more likely to struggle and will need focused interventions to address underlying weaknesses; and critically which offer particular prospects in having already started and/or achieved a positive economic restructuring and where the market presents opportunities to build upon.

Advantage West Midlands has undertaken work examining possible labour market futures in the region.  This analysis examines both labour supply and labour demand projections to 2020, building in anticipated changes in occupational and skill trends and requirements. Results are provided at an overall regional level and for each of the region’s local authority districts.   The projections provide the basis for assessing the extent of labour market imbalances as indicated by changes in overall job density, possible skill gaps / surpluses and the implications for worklessness.    In summary, the analysis helps quantify the extent of ‘rebalancing’ required providing a useful benchmark against which to assess local economic partnership policies.

Advantage West Midlands worked with other RDAs, advising and influencing Government to ensure that national, regional and local transport strategies, policies and investment programmes complemented and supported Regional Economic Strategies.  We also worked to ensure that the funding and delivery of transport projects aligned, as far as possible, with our investment in regeneration and development projects and programmes.  As part of this work the Agency commissioned a number of important pieces of transport research.

Economic cost of congestion on Regional Economies - PDF - 636kb

In 2008 Atkins was appointed by Advantage West Midlands to undertake a study to assess the economic impacts and costs of congestion in England’s regions on behalf of England’s Regional Development Agencies. The studies identified the direct costs of delays and wider economic impacts of congestion for each of the nine English Regions in 2005 and projected costs through to 2025.

Defining the economic benefits to the English Regions of Adding Capacity at Heathrow Airport - PDF - 985kb

In December 2007 AWM on behalf of the nine English RDAs commissioned York Aviation to examine and define the economic benefits of adding a third runway and additional passenger terminal facilities at Heathrow; and/or introducing mixed mode use of the existing runways. This research identified a relationship between access to international markets through frequent and reliable air connections to a wide range of global locations and regional GVA and employment.

West Midlands Regional Transport Capacity Study - PDF - 4mb

In 2007 Advantage West Midlands commissioned Mott MacDonald, in association with GVA Grimley, to investigate and provide a strategic overview of the capacity of the region’s transport networks to support economic development projects and highlight any major areas of concern arising from future proposals. The study identified 50 major employment growth locations and capacity constraint implications on the transport network to 2021.

National RDA Ports Study Stage 3 Final Report - PDF - 2mb

Arup consultants undertook two pieces of research in 2006 to assess the impact of ports and ports related activity on regional economies. The studies identified 15 ports of national economic importance and assessed employment, planning and transport access implications on regional economies.

In 2003 AWM commissioned research on behalf of the nine English RDAs to explore the links between nationally significant transport infrastructure and regional economies. The research undertaken by Faber Maunsell and Ecotec identified criteria for identifying surface infrastructure of national economic importance.

Advantage West Midlands has played an important role in gathering evidence and commissioning research to identify the economic challenges facing rural areas.  This work was used to help determine the best way to tackle these challenges.

SQW Consulting and Land Use Consultants were commissioned by Advantage West Midlands in February 2007 to undertake a study into the rural economy of the West Midlands. The study had two principal objectives: (i) to complete an economic review of the region’s rural economy, providing a clear picture of its health (or otherwise), and taking into account rural-urban interdependencies and the “commuter effect”; and (ii) to provide guidance relating to future rural policy and delivery in the West Midlands.
